Are you Required to Register?
Currently there are four "call-in" groups for special registration.
Members of the four groups are required to register with United States Citizenship
and Immigration Services.
Individuals with questions or concerns are urged to have an attorney
assist them with the Registration Process.
Please Note:
- The following individuals do not have to register:
- U.S. citizens
- Permanent Residents
- Individuals in A or G nonimmigrant status
- Those who applied for asylum on or before a date specified in each
"call- in" group
- Canadian citizens who were born in or having dual citizenship a country
listed in one of the "call-in" groups must register
with United States Citizenship and Immigration Services.
- Each of the four "call-in" groups has a specific time period and deadline
in which its members must register. As of February 4, 2003, there are
four designated call- in groups.
- Each year special registrants will be required to re-register through
NSEERS. The specifics should be provided to you during your interview
at the INS office.
Information regarding the designated countries and deadlines are outlined
below for each call-in group.
THE FOUR "CALL-IN" GROUPS
GROUP I
Federal Register published on November 6, 2002 states that the DOJ requires
individuals meeting the following criteria to register on or before December
16, 2002:
- Males 16 or older who are nationals of Iran, Iraq, Libya,
Sudan and Syria.
- Admitted with inspection on or before September 10, 2002.
- Remain in the U.S. until at least December 16, 2002 or later.
- Did not have an asylum application filed on or before November
6, 2002.
Individuals from this group of countries will also be registered at the
Ports of entry when entering the U.S. after a trip abroad.
An extension has been granted for individuals who missed this deadline.
Those who missed the deadline may lawfully and timely register between
January 27 and February 7, 2003.
GROUP II
Federal Register published November 22, 2002, states that the DOJ requires
individuals meeting the following criteria to register on or before January
10, 2003:
- Males 16 or older who are nationals of Afghanistan, Algeria,
Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia,
Tunisia, the United Arab Emirates, or Yemen.
- Admitted with inspection on or before September 30, 2002.
- Remain in the U.S. until at least January 10, 2003 or later.
- Did not have an asylum application filed on or before November
22, 2002.
An extension has been granted for individuals who missed this deadline.
Those who missed the deadline may lawfully and timely register between January
27 and February 7, 2003.
GROUP III
Federal Register published December 18, 2002, states that the DOJ requires
individuals meeting the following criteria to register between January 13
and February 21, 2003:
- Males 16 or older who are nationals of Pakistan and Saudi
Arabia.
- Admitted with inspection on or before September 30, 2002.
- Remain in the U.S. until at least February 21, 2003 or later.
- Did not have an asylum application filed on or before December
18, 2002.
GROUP IV
Federal Register to be published January 16, 2003, states that the DOJ
requires individuals meeting the following criteria to register between
February 24 and March 28, 2003:
- Males 16 or older who are nationals of Bangladesh, Egypt,
Indonesia, Kuwait, and Jordan.
- Admitted with inspection on or before September 30, 2002.
- Remain in the U.S. until at least March 23, 2003 or later.
- Did not have an asylum application filed on or before January 16,
2003.

All nonimmigrant aliens from Iran, Iraq, Libya and Sudan are automatically
subject to special registration and fingerprinting requirements as they
enter the U.S.
