Special Registration Expanded to Pakistan and Saudi Arabia

The INS published a federal register notice this week that added Pakistan and Saudi Arabia to the list of countries required for Special Registration. The third call-in group adds the following individuals to the list of those who must register with INS:

  • males aged 16 and older and
  • admitted with inspection on or before September 30, 2002 and
  • planning to remain in the U.S. after February 21, 2003

Dual citizenship notwithstanding, nationals of the affected countries are required to register with INS. Registration must take place between January 13, 2003 and February 21, 2003. Thereafter, registration must be done on an annual basis within 10 days of the anniversary of the first registration date.

The following individuals do not have to register:

  • Individuals in A or G status
  • Individuals who are lawful permanent residents
  • Individuals who had an asylum application pending on December 16, 2002 or have been granted asylum status.

Examples of who must register:

  • Individuals in H-1B status from Pakistan meeting the above criteria.
  • Individuals in F-1 status from Saudi Arabia meeting the above criteria
  • Individuals in J-1 status from Pakistan who will be remaining in the U.S. until April 1, 2003.

Review registration information regarding nationals from Afghanistan, Algeria, Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia, Tunisia, the United Arab Emirates, or Yemen.

Review registration information regarding nationals from Iran, Iraq, Libya, Sudan or Syria.
