Federal Court Finds Certain Immigrant Investors Not Subject to Retroactive Rules

AILA has issued a press release on the 4/29/03 decision in Chang v. United States. The U.S. Court of Appeals for the Ninth Circuit held that the more restrictive rules cannot be applied retroactively to immigrant investors who have already received their condition permanent residence.
