Important Changes in Consular Visa Processing

Many consular posts are changing their nonimmigrant visa application procedures or are in the process of doing so as a result of the new interview requirements that will be in effect starting on August 1, 2003. You should also be advised that Paris has indicated that it will return unopened applications submitted under prior procedures but unreviewed by a consular officer as of August 1. Such applicants will have to re-file following the new procedures. This is expected to cause an increase in processing times, both to set up an appointment and to have the visa issued. This in addition to the current delays stemming from the mandated background check process that have been in place since 9/11, which have also caused severe delays for thousands of applicants who are forced to remain outside of the U.S. until the clearances come through and the visa can be issued.

It is important to make travel plans early and ensure that a visa appointment can be obtained prior to booking a trip overseas. Some consulates are reporting that they are already scheduling interviews in September 2003 or later so it is advisable to plan well in advance and to also be flexible in your travel plans as there may also be significant delays in having the visa issued as well.
