December Visa Bulletin Shows Retrogression for EB2 China and India Categories

The recently released December Visa Bulletin reports retrogression for the China and India  Employment-Based Second Preference (EB2) categories, reflecting earlier cut-off dates than what we saw a year ago in the December 2006 Visa Bulletin.  The EB2 China category has taken a big step backward from a January 1, 2006 cutoff to a January 1, 2003 cutoff; the EB2 India category has regressed from April 1, 2004 to January 1, 2002.  The Department of State has reported that this is a result of heavy applicant demand for numbers, particularly for adjustment of status cases; and it further states that additional retrogression is possible during the second quarter of the fiscal year. The EB2  "All Chargeability"  category remains current for December, which the State Department predicted will remain current in the near future.  All of the EB3 categories advanced slightly.
