DHS Proposes Consolidation Legacy Records Systems into the Benefits Information System

In an effort to further automate the processing of immigrant and nonimmigrant benefits as well as track data concerning workflow and fraud/criminal detection, the U.S. Department of Homeland Security (DHS) has decided to consolidate its records systems. On September 29, 2008, the DHS published a system of records notice (SORN) to advise that it is proposing to consolidate three legacy U.S. Department of Justice (DOJ)/Immigrant and Naturalization Service (INS) systems: Computer Linked Application Information Management System (CLAIMS); Redesigned Naturalization Application Casework System (RNACS), and Renewal Program Temporary Sticker Issuance I-90 Manifest System (SIIMS), into one DHS system, the U.S. Citizenship and Immigration Services Benefits Information System (Benefits Information System).

The Benefits Information System will contain records and biographic information regarding individuals who have filed applications or petitions for immigration benefits (for themselves or others including applicants, beneficiaries and petitioners), who have submitted fee payments or received refunds, and who have prepared and filed applications (attorneys and representatives); employers; and individuals seeking documentation or information under the Freedom of Information/Privacy Acts. In addition to biographic information, the Benefits Information System will also include records regarding tax payments and financial matters, employment history, military service, and medical history.

In addition to being used for DHS purposes, the records contained in the Benefits Information System may be disclosed outside of DHS for matters relating to adjudicative, investigative and administrative procedures by state, local and federal government agencies.
