Fraud Report Triggers Changes to H-1B Procedures
U.S. Citizenship and Immigration Services published a 15-page report
on H-1B fraud. USCIS’s Office of Fraud Detection and National Security
(FDNS), which also handles the E-Verify program, examined a random
sampling of nearly 250 H-1B petitions that were filed between March 2005
and March 2006. After conducting site visits, interviewing petitioners
and verifying documentation, FDNS concluded that H-1B petitions have a
21% baseline fraud and technical violation rate and said that, as a
result, "USCIS is making procedural changes [to the H-1B program], which
will be described in a forthcoming document." GT will provide updates as
