USCIS Announces Guidelines for EB-5 Regional Pilot
Program
In a speech delivered on November 13, 2009, Department of
Homeland Security (DHS) Secretary Janet Napolitano announced that
the Obama Administration expects Congress to move on a comprehensive
immigration reform bill early next year. Napolitano stated that an
immigration overhaul “is a task that is critical, that is
attainable, and that we are fully committed to fulfilling.”
Napolitano declared that any immigration overhaul must improve the
nation’s visa system, and address the future flow of workers to meet
the labor market demands. This is because businesses wishing to
increase their workforce face barriers and caps in the
highly-skilled visa categories which "make it difficult for
highly-skilled foreigners to stay here and work." She concluded that
this policy "hurts the economy for all of us, and it has to change."
