International Immigration Overview - Singapore


Short-Term Visa Options

Regardless of citizenship, all visitors to Singapore must have the following standard travel requirements:

  1. Original passport or travel document valid at least six (6) months beyond the intended stay in Singapore;
  2. Confirmed airline tickets showing all entries into and departures from Singapore;
  3. Valid entry visa to the country of next destination; and
  4. If applicable, a visa to Singapore

If you require a visa to Singapore, you may submit your visa application by mail or in person.

The documents required for a business visa vary depending on the country of citizenship of the applicant. However normally the following documents are requested from all applicants:

  1. A completed visa application form;
  2. One recent passport-sized photograph;
  3. Valid passport and a photocopy of the passport pages showing identity, expiration date, proof of immigration status and previously issued Singapore visas, if applicable. The passport must be valid for at least six (6) months beyond the last day of intended stay in Singapore.;
  4. A photocopy of all pages of confirmed airline ticket or e-ticket. Itineraries and open-ended tickets are not acceptable;
  5. Completed Letter of Introduction (Form 39A) from a Singapore registered company or Singapore citizen/Singapore Permanent Resident is required. Letters of Invitation from US companies are not acceptable.

To apply for a Business Visa you will also need to include:

  1. A copy (original) of the duly completed Form V52 and
  2. A computer printout of the Singapore registered company’s business profile which is obtainable from the Registry of Companies and Businesses;

Visa applications take from five (5) working days to two (2) weeks to process from the date of receipt of a complete application, regardless of whether application is done in person or by mail. No expedite service is available.

Nationals of the following countries require a visa to enter Singapore:

  • Afghanistan
  • Algeria
  • Bangladesh
  • Armenia
  • Azerbaijan
  • Belarus
  • Georgia
  • Kazakhstan
  • Kyrgyzstan
  • Moldova
  • Russia
  • Tajikistan
  • Turkmenistan
  • Ukraine
  • Uzbekistan
  • Egypt
  • India
  • Iran
  • Iraq
  • Jordan
  • Lebanon
  • Libya
  • Morocco
  • Myanmar
  • People's Republic of China
  • Pakistan
  • Saudi Arabia
  • Somalia

In addition, holders of the following travel documents will also require entry visas:

  • Hong Kong Document of Identity
  • Macao Special Administrative Region (MSAR) Travel Permit
  • Palestinian Authority Passport
  • Refugee Travel Document issued by the Middle-East countries
  • Temporary Passport issued by United Arab Emirates

Long-Term Visa Options

Employees who will work in Singapore will require an Employment Pass. Employment Passes are available to foreigners who hold acceptable degrees, professional qualifications or specialist skills and are seeking professional, administrative, executive or managerial jobs.

A P1 Pass will be issued if the applicant's monthly basic salary is more than S$7,000.

A P2 Pass will be issued if the applicant's monthly basic salary is more than S$3,500 and up to S$7,000.

Q1 Pass - For foreigners whose monthly basic salary are more than S$2,500 and possess acceptable degrees, professional qualifications or specialist skills.

Employment Pass Eligibility (EPE) Certificate: An EPE certificate will be issued to foreign professionals who hold acceptable degrees, professional qualifications or specialist skills and who would like to have a longer stay in order to seek employment in Singapore.

In order to file an Employment Pass application with the Ministry of Manpower, a local sponsor (a well-established Singapore-registered company, normally the applicant's employer) is usually required. If there is no local sponsor, the applicant may affirm a Banker's Guarantee of S$3,000 to be furnished upon collection of the Employment Pass, if the application is approved.

At the time of filing the application, the following documents are needed:

  • Application Form 8 (Employment / S Pass Application Form) for each applicant. The applicant and an authorized officer from the sponsoring company must sign the form;
  • A copy each of all the applicant's educational background;
  • Proof of the employees employment history;
  • A recent passport style photograph of the applicant taken within the last three months; and
  • A copy of ID page of the applicant’s passport.

If the applicant has ever held or applied for an Employment / S Pass during the last two years, he/ she will not need to re-submit these supporting documents provided they were filed with the Ministry of Manpower;

An employer may submit the Employment Pass application via:

  1. EP Online and pay using Visa / MasterCard or eNETS Debit; or
  2. SingPost post offices (MOM-appointed Collecting Agent) and pay using Cash, NETS or Cashcards.

The employer will receive an Acknowledgement Letter via fax. Where fax transmission fails or where no fax number is provided, the letter will be sent by mail within two (2) weeks from date of receipt of the application.

The normal processing time for Employment / S Pass application / renewal is about three (3) weeks from the date of receipt of the application. The outcome will be mailed to the employer.

Until an Employment / S Pass is issued, the applicant must ensure that he / she has a valid social visit pass to remain in Singapore. It is a serious offense to remain in Singapore without a valid social visit pass.

The Approval Letter for an Employment Pass is valid for six (6) months from the date of the letter. The successful applicant is allowed temporary employment for one (1) month from the date of the letter pending collection of the Employment Pass.

A first-time applicant may be issued Employment / S Pass of up to two (2) years.

In order to collect an Employment Pass, the following documents must be submitted at the Work Pass Division of the Ministry of Manpower located at 18 Havelock Road Singapore 059764:

  • Applicant’s original passport (with at least two (2) blank visa pages);
  • Completed Medical Documents, together with Chest X-Ray and Blood Test Reports if applicable;
  • Approval Letter; and
  • Either the Disembarkation/ Embarkation Card (Green Card) for renewal, or the Immigration White Card (IMM27) for new application.

The successful applicant must be in Singapore at the time of the Pass collection. An Employment / S Pass must be collected before a Dependant's Pass and/ or a Long-Term Social Visit Pass can be collected.

Employment Passes can be collected about three hours (3) after the submission of documents.
